you mentioned that its a pub game and if22 mentioned that it was a pickup game, so I unmajored it. The 'major' option is there for a reason. If it IS a scrim \ match between two teams (clans) then I see no reason to unmajor it.

untick "enhance mouse pointer precision" in your mouse options and then add "-noforcemparms -noforcemaccel" to your cs command line and voila: no acceleration.
