No, most if not all have that off to ensure performance I would assume.
edit: Though, I hadn't tried it at all since getting an i7 and a 750ti, very brief testing just now it seems to not affect my frame rate on that (single pass, not tested 2 pass)

I would think, on the whole, it would make your problem worse though, as it seems to works mainly on high brightness, anything you did to try negate explosions would also likely make player skins hard to see too.

by playing around with bloom and overbrightbits / cap / contrast / gamma you can make explosions and plasma semitransparent and also have decent brightness on player.
