Nice, especially that it works in both windowed/fullscreen. The only problem is that it overlaps with QL's built in tooltips (though the built in doesn't work most of the time).

There's no way for me to find out if the QL built-in tool tip is working or not. I assume it gets broken when you enter game-mode.
When you restart start QL, the script is inactive and will only activate itself after game mode was entered.
When you first install it through QLHM, it will also activate itself, so you see what it's doing. Maybe that's why you had both ToolTips. Probably it wont be an issue after restarting QL.
You can also enable/disable the tooltip by using /set web_tooltip 0 or 1.

No problem then. One more little issue: script displays empty tooltip in Match Browser - Customize on the drop down lists.

The script is useful, works better than default tooltips already. A few problems left:
- The tooltips appear in wrong position if the web page is scrolled. Position is fixed, without adjustment for page shift.
- If the game is started in fullscreen mode, there are no tooltips at all - built in doesn't work fullscreen, and web_tooltip is reset to 0 at launch.
- The tooltips are sometimes hidden by other stuff. Especially in "Live Game Info", when hovering over a player name. They should be on top like the default tooltips.

Fixed in version 1.3
