if you get the "feeling" from reading "implemented using double in C", you are simply reading what it says. however, if you are getting a "feeling" from python standard data types, the way those work is based entirely on hardware and doesn't have anything to do with C.

long answer: The first implementation of python was done with C, in fact most languages invented during late 80's to early 90's follow this trend since the c-toolchain on UNIX-like platforms was most mature at that point for hobbyists/scientists compared to anything else. The syntax of it also borrows from C to some degree.
