both are lacking IMHO:
- FIFA 2007 has lots of annoying bugs/missing features (ex: no Restart Match option at the end of a multiplayer match.. you have to setup the game all over again FFS), missing gameplay aspects/mechanics
- PES is too consolish, lacks a decent multiplayer (no Direct IP), lacks licences

both games lack modern multiplayer capabilities:
- you can't spectate a match
- no team games
- no more than 2 players on a server
- no replays/demos of matches FFS

well ive never played either online, so i can only speak about playing with friends. the lack of licences thing never really bothered me, and its getting better every year.

the last fifa i played was 2006, and it just still feels like its trying to be pro evo, but its made by people who dont really understand football =p

those last couple of points seem really crappy actually, makes you wonder if they even know about online gaming.
